Minutes

January 16, 2007

Chairman Roy calls the meeting to order at 6:45 p.m.

PRESENT: Chairman Steve Roy, Alternate Wini Young, and Board Secretary Lisa Fellows-Weaver.

VOTING DESIGNATION: Steve Roy and Wini Young

ABSENT: Vice-Chairman Jim Ryan, Steve Hampl, Loren O’Neil, and Pauline Lemelin.

Johnson Conservation Easement, Map 110; Lot 29:
Mr. Roy explains that Peter and Tom Johnson have declined the offer of $628,000 for the conservation easement on the property. He asks if the NCC wishes to pursue a third appraisal. He feels that it would be a good idea to pursue another appraisal. Ms. Young agrees and states it seems reasonable and is worth while as there is interest and momentum. Mr. Roy further explains that with this additional quote there would not be enough time to present a warrant article for this year.

An appraisal company list, provided by Bear Paw Regional Greenways, is reviewed and discussed. Mr. Roy will contact three companies, as discussed for the Johnson property for an additional appraisal of commercial land; the conservation easement only.

Standard Dredge and Fill Applications:
1. Branch, 22 Ledges Rd. Map 118; Lot 20. The NCC reviews the application checklist. Mr. Roy explains that this is an after the fact application and no action is required from the NCC. 

2. Coe-Brown Northwood Academy, 907 First NH Tpke. Map 217; Lot 62.
This application is postponed until February, due to the fact that Ms. Young has abstained from any discussions. 

Milfoil Warrant Article:
Doug Chamberlin is present regarding the need for a Milfoil warrant article. Mr. Roy explains that the warrant article is not just for treatment but also for educational purposes. Mr. Roy adds that the funds are accrued for treatment purposes and are funded by surplus. Mr. Chamberlin states that he does not believe that the town has contributed more than a few thousand dollars at any one time. He will check into this with the treasurer of the Northwood Lake Water Shed. Mr. Roy states that Mr. Hadley will be providing this warrant article. He adds that the transfer of the money from the surplus must be done by a warrant article.

Everett Robinson, 268 Bow Lake Road. Map 210; Lot 8:
Mr. Roy provides an overview of the area and explains the findings of the site walk, which Mr. Hampl, Mr. Ryan, and Mr. Roy attended. Mr. Roy states that this area is a tree farm and what has occurred on the site is that Mr. Robinson’s woods road that he uses to access areas in the tree farm was washing out. To avoid this he dug a 300’ long by 4’ deep trench, which has rerouted a stream to dump back into another stream.
 
At the site walk, Mr. Robinson explained that before he built the trench, since the Deer Ridge subdivision project began and with the heavy rain storms, the pond has filled in with 6” of silt. Mr. Roy explains that this pond is a berm with an overflow built by the USDA with grant money approximately 15 years ago due to the tree farm. The site walk pictures are reviewed. Further discussion is held regarding the drainage of the area and the actions occurring on the surrounding properties and Gaviat Green project.

Steve Roy makes a motion to send a letter to NHDES requesting a site walk of Mr. Robinson’s property, noting the results of the site walk performed by the NCC along with pictures. Wini Young seconds. Motion passes unanimously; 2/0. Copy to be sent to Mr. Robinson.

Correspondence is reviewed.

ADJOURNMENT:
Motion to adjourn is made by Steve Roy and seconded by Wini Young. Motion passes unanimously; 2/0 at 8:07 p.m.
