Minutes of the Joint Meeting of the Selectmen and Recreation Commission
June 07, 2006
The work session meeting was called to order by chair man of the selectmen, Scott Bryer at 6:08 PM in the Town Hall Conference Room. Present were Scott Bryer, Doug Shaffer, Kenneth Witham, Dave Ruth, Bob Fletcher, Debra Regnier-Locke, Janet DelFuco Goad, Chris Andrews and Richard Wolfe. Also present was Selectmen Bryer’s father.
A motion was made to pay Eckman Construction the $95,000 from the Community Development Block Grant for Southern NH Senior Services by Doug Shaffer, seconded by Kenneth Witham. Chairman Bryer called for discussion there being none a vote was called of the selectmen and it was unanimous.
Chairman Bryer called for a vote to approve License number HM2006 for Harding Metals an s a junk dealer as it had previously been discussed as approved by state at the May 23rd selectmen’s meeting. Doug Shaffer moved the motion to approve the license. Kenneth With seconded. Chairman Bryer called for discussion. Kenneth Witham asked if this now meant the license comes up every two years. Harriet Cady, interim town administrator stated she had not been told this but believed that was correct information. Mr. Witham said he approved. Chairman Bryer called for the vote, Shaffer, Yes, Witham Yes, Bryer stated he would make it unanimous.
The next item of business brought up by chairman Bryer was the two resignations from the Recreation Commission of Russell Eldridge and Gary Faucher. Both gentlemen asked to remain as members of a sub committee to get the playing fields done. Chairman Bryer asked if the selectmen would like to send letters thanking the two gentlemen for all their work as Recreation Commission members. Agreement of all was reached to send a letter of appreciation.
Next Chairman Bryer called for the Recreation Commission to join the discussion and to explain the fees they were proposing for summer programs. Amanda Hodgdon explained her proposals regarding there would be five lifeguards returning from last year and t6hat one Kate has a WSI. She is proposing a salary of $8.25 per hour for the lifeguards and $8.75 per hours for the WSI/lifeguard. All selectmen were in favor of the salary proposed. Motion by Doug Shaffer seconded by Kenneth Witham to pay lifeguards as proposed by Amanda Hodgdon vote was unanimous to approve as proposed.
Next was discussion on Camp Counselors being capped at $6.25 per hour? It was discussed what the recreation commission proposing to charge in fees. It was decided to charge $40 per child with a cap per family of $120. Also discussed was the possibility of having babysitting for children. Much discussion was had about possibility of liability and so it was decided to extended camp from 7:30 AM to 5:30 PM at an additional $85 per week per child. No break will be given on the day care portion of the camp time. Selectmen Shaffer made the motion to accept the proposed fees and charges for day camp, seconded by Witham and voted all in favor. Discussion then ensued regarding the swimming program and when it would be held last two weeks of July was suggested. Then it was brought up that Epsom rented the beach for their program. It was decided that the Northwood program would not be moved to accommodate Epsom. A charge versus no charge for swimming lessons was discussed and it was generally decided that since this is one free program that is provided to taxpayers it should remain free as well as it provides a safety factor by teaching children to swim. It was unanimously decided that there would be no charge for swimming lessons.
A discussion on softball then took place. The fee suggested was $25 to include the players being given a hat and tee shirt which Deb Locke would place the written team names on for only this year for free. The Recreation Commission would provide the teams two softballs each for the season. They would provide their own bats. Selectman Witham made the motion for softball players to be charged $25 per player, seconded by Doug Shaffer. Added to the motion were the players being provided with the hat and Tee Shirts as well as two balls per team. Scott Bryer asked would this allow a profit for the Recreation Commission if they gave the hat and Tee Shirts? Deb Locke estimated the cost to be no more than $12. The selectmen not having any more questions voted the fee at $25.00 unanimously.
The general discussion was that the Recreation Commission wanted to have a raffle in July to make some money and asked the selectmen to approve and sign for a raffle. Motion made by Doug Shaffer to approve the Recreation Commission having a raffle, seconded by Witham. No discussion Bryer called for vote it was unanimously.
Various members of the commission asked if there would be a selectman representative to the Recreation Commission and it was decided that would be left for discussion on Tuesday June 13th, 2006
Motion to adjourn at 7:30 PM by Doug Shaffer approved unanimously by all present.
