Planning Board Minutes May 8, 2006 Official as of June 22, 2006
Chairman Eric Reitter calls the work session to order at 7:00 p.m. PRESENT: Chairman Eric Reitter, Vice-chairman Robert Jozokos, Joann Bailey, Alden Dill, Alternate Victoria Parmele, Alternate Lucy Edwards, and Board Administrator Linda Smith. VOTING DESIGNATION: Eric Reitter, Bob Jozokos, Joann Bailey, Alden Dill, Victoria Parmele, and Lucy Edwards. ABSENT: Selectmen Representative Ken Witham, Russell Eldridge, Robert Fletcher, Alternates Nikki Roy and Scott Martin, and Board Secretary Lisa Fellows-Weaver. CASES: CASE: 06-14: Frank and Barbara Hopkins, Gulf Road. Map 120, Lot 14. Applicant is seeking to subdivide 10.28 Acs. with two existing residences into two separate lots. Jeff Green from Dale Green Enterprises is present representing the Hopkins. He states that the lot is 10.281 acres with two residences on the property. The proposed is to separate the residences so that each will be on their own lot. The road is a private road and there is an application before the zoning board for a variance. Section 3.01 (B) of the Northwood Zoning Ordinances is read. Mr. Green states that this is not new building development. This lot has been in existence for 23 years. Mr. Green adds that this is correcting a matter that should have been previously addressed. Mr. Reitter states that at this time the code enforcement officer has ruled that this must go before the zoning board before the planning board can accept the application. Ms. Smith states that it appears that one mobile home is encroaching into the setback. She has reviewed the property file and there is a question if there is a zoning violation with this matter. The case is continued to May 25, 2006 at 7:00 p.m. CASE: 06-11: Elias and Klia Ververidis, 188 First NH Tpke. Map 231, Lot 35. Applicant is seeking site plan for an art gallery and studio, with 1,000 sq. ft. of business floor space. This case was continued from April 27, 2006. Ms. Ververidis states that she does need a public bathroom; however, it does not need to be in the building just within 500’. She explains that Mr. Hickey viewed the existing bathroom in the barn and deemed it to be acceptable until a septic system can be installed on the property. She adds that the bathroom does not need to be handicapped due to the fact that the buildings are pre-existing; however, it is strongly recommended. Ms. Ververidis explains that they plan to eventually make the site handicap accessible. Ms. Ververidis states that she had Rick Turner add the following information to the plan relative to the board’s previous comments: * A note that the parking area would be gravel. * The walkway between the building and the parking area has been delineated * Hours of operation have noted on the plan * A NHDOT driveway application has been filled out. Nothing has been received to date. * Lighting: A light will be on the side facing the parking area and possibly two off the porch. Mr. Reitter states that lighting changes need to meet the town’s regulations. With no further comment, Mr. Reitter closes the public portion for this case. Ms. Ververidis states that the building will be painted; white. Mr. Reitter makes a motion, second by Bob Jozokos, to grant a conditional approval with the following conditions: * all local, state, and federal permits be obtained * approval granted from NHDOT for the change in use of the driveway * all lighting must meet the town ordinances Motion passes unanimously; 6/0. Technical Review Committee (TRC): CASE: 06-15: Mary Frambach, Gulf Road, Map 120, Lot 10 and Raymond and Charon Pinard, Pinard Revocable Trust, 10 Philbrick Road. Applicants are seeking a boundary line adjustment to adjust 121/16 to increase to 12.307 Ac. and 120/10 will be reduced to 88 +/- Ac. Following a review of the submitted application, the following comments were generated by the TRC: * Provide proof of road ownership VOLUNTARY MERGER: John Gaudet, Jr., 240 Long Pond Road. Map 207; Lots 25 and 26. Information is distributed for review. Items from Board Administrator: Build out Maps: Linda Smith to get prices for a full set. Planner Advertisement: Ads have been placed in the Concord Monitor, Office of Energy and Planning web site, and Union Leader. Deadline is 5/26/06. Materials of interest received to be copied and made available for 5/26 or 5/29 for members to review and a meeting to be scheduled for June 5 for review and to schedule interviews at that time. National Flood Insurance Program: Mr. Hickey has scheduled a meeting for May 22 at 2:00 p.m. with Jennifer DeLong from the NH Office of Energy and Planning. Eric Reitter and Victoria Parmele will plan to attend. Reminders to be sent out by the secretary. Water Resources Committee Meeting: May 10, at 7:00 p.m. A discussion is held regarding the costs of advertisements for notifications of these meetings. No appointments have occurred for this committee to date. Mr. Reitter states that members will be finalized at the May 10 meeting. School Board Meeting: Mr. Reitter will plan to attend the May 15, 6:30 p.m., meeting and present the build out analysis to the school board. NHDOT: A discussion is held regarding improvements along Rte. 4. Mr. Reitter suggests that a meeting be scheduled with NHDOT to discuss curb cuts and also coordinate with Division 6, District Engineer. The meeting will need to be advertised. Other committees requested to attend would be the Highway Advisory Committee, and the Natural Resource Committee. T-Square Information: Email from Mr. Reitter to be forwarded to the Highway Advisory Committee. BOS Meeting: The planning board has requested to meet with the selectmen to discuss the town’s engineering firm. Mr. Reitter states that should the town change engineering firms, the new firm must be well qualified and the coverage is good enough that what the town is accepting is adequate. Additional discussion is held regarding the town’s best interest and low bids may not always be the best way for the town to proceed. Ms. Smith will schedule this meeting. ADJOURNMENT: Motion to adjourn is made by Alden Dill. Second by Bob Jozokos. Motion passes unanimously at 9:30.
