Planning Board Minutes November 28, 2005 Official as of April 10, 2006
Eric Reitter calls the work session to order at 7:00 p.m. PRESENT: Chairman Eric Reitter, Vice Chairman Robert Jozokos, Russell Eldridge, Selectmen’s Representative Lucy Edwards, Joann Bailey, Ken Rick, Alden Dill, Alternate Nikki Roy, and Board Administrator Linda Smith, Alternate Scott Martin arrives at 7:05.. VOTING DESIGNATION: Eric Reitter, Bob Jozokos, Lucy Edwards, Joann Bailey, Nikki Roy, Russ Eldridge, Ken Rick, and Alternate Scott Martin. ABSENT: Board Secretary Lisa Fellows-Weaver, and Alternate Gretchen Colpritt. Mr. Reitter explains that the purpose of the meeting tonight is for further work on the proposed ordinances. General discussions are held on the following issues: Section 3.06 Limitation of Floor Area: Information relative to floor area is submitted from Bob Jozokos and Gerry Mylroie of SRPC. The board agrees that 35,000 sq. ft. is a good plan for limiting aggregate gross floor area and should be named as Large Scale Business. Open Space/Incentives: Discussion is held regarding incentives for a more rural area for an outcome. Ms. Smith states that the information is an excellent starting point and suggests that more review be held. Setbacks: Discussion is held regarding side, rear and front setbacks. Setbacks should be from the road to the structure. A new chart will be established. Cluster Projects: The board discusses the possibility of clustering developments along state highways. Further discussion is held regarding state highway classifications; Rte. 4, Rte. 9, Rte. 202A, and Rte. 107. Discussion ensues relative to limiting access off secondary roads. This will be further addressed with the Master Plan Committee for more vision planning. Architectural Design: Information is reviewed. Ms. Smith states that the information provided is not legally defendable. She states that it needs to be structured in a way to meet the accomplishments. Concrete data and research are necessary to support the architectural design. She adds that she has spoken to Gerry Mylroie of Strafford Regional Planning Commission (SRPC), and the board also needs to have something that states the purpose for this added into the zoning ordinances. Then the more specifics can be placed into the site plan review that the board can approve. Residential Structure Per Lot: SRPC is working on. Sidewalk Overlay District: SRPC is working on. Principle Residential Structure: To be further addressed. Definitions: * Wholesale Building * Large Scale Business * Setback Chart No finalizing decisions are made tonight; however, the next work session meeting is scheduled for Wednesday, December 07, 2005, at 7:00 p.m. when ordinance changes will be finalized. Adjournment: A motion to adjourn is made by Russ Eldridge and Eric Reitter seconds.
