Northwood Town Facilities Committee Minutes of November 4, 2009 Meeting Community Hall – 7:00 p.m. Call to Order: Chairman Steve Bailey called the meeting to order at 7:10 p.m. Roll Call: Present were Alden Dill, Steve Bailey, Scott Vaugh, Fred Bassett and Marion Knox. Absent were: Russ Eldridge, Charlie Comtois and Norma Heroux Approval of minutes of October 7th meeting: Steve Bailey offered an amendment to Item #5 on page one as follows: Beginning with “We are looking for a storm water waiver for the existing detention pond, so he did not show the parking lot on the completed plan. Put all parking in one area – 56 spaces. There is a curve in the parking area near the wetland. A detention pond is shown as part of the plan from driveway and the parking lot, to the culvert. ….. This area will be filled in up to 10 feet where ground drops down.” Motion by Scott Vaughn, seconded by Alden Dill to approve minutes as amended. Motion carried. Old Business: Bamboo at Chesley Library: Steve reported the bamboo has been cut by Jay Turmell for $600, including all of Susty’s. She was fine with the cutting as long as there are no chemicals used to kill it. For additional money Turmell will spray the plants and cover them with plastic. Steve checked with Carl Wallman who does this kind to work, and he referred Steve to an excavation section of DOT. The person Steve talked with is coming to Northwood to view the plants, and will check any other areas that exist in town and will handle the problem. The person asked if the town has a person certified as a herbicide sprayer. The committee knows of no one that meets the criteria. It appears the bamboo problem is well on its way to being taken care of. Other Chesley Library projects (water system, furnace, lighting): Fred Bassett stated a water system is needed, and it will be located after the MBT State system. He estimates a system will be around $3000. He will talk with McBride about this soon. Fred reported that he and John Dodge looked at the heating system and Dodge is to supply a quote for fixing the system. The area that is lacking heat is the children’s room that is located in the basement of the original library. Several suggestions were made which would provide heat to that room, and the final thought was to use an electric heater, as the room is not used on a daily basis. It was agreed that Steve, Scott, Alden and Fred would meet at the library on Thursday morning to view the area and come to a decision on this matter. Fred was to call John Dodge to invite him to be there also. The outside lighting will also be discussed at this meeting, and Steve will contact Lee Harris about being there also, so an estimate of the cost can be decided for the 2010 budget. Town Hall Lights: Steve informed the committee that the lights have arrived and if the weather holds on Thursday morning, Lee Harris will install them. If the weather is not good, he will install them over the weekend. Bryant Library Chimney: Steve stated that David Stack is in the process of getting bids for this work. The bid received from M. Elliott last spring did not include the fact there was a fireplace in the building. Mr. Elliott will be asked to rebid. Steve stated one of the hazards of this job is the slate roof that makes it necessary to use the correct staging for doing the work. Fred Bassett is to contact a man he knows that does this kind of work. Budget Extension Request: Marion informed the committee that she sent a memo to the Selectmen requesting an extension of time for submitting the budget, citing the fact that estimates for work were still being obtained. David Stack has put the same figure as the 2009 budget ($43,800) in the 2010 budget and that will be adjusted as soon as we know our final figure. New Business: Remaining 2009 Budget Work: The committee reviewed the status of 2009 projects and the funds remaining in the Expendable Trust Fund. Community Hall Windows: Steve had contacted Energy Improvements and received the quote used to arrive at the $3500. figure. David Stack is contacting Portland Glass and Granite State Glass to obtain two additional quotes. Woodman Park: David Stack and Jim Wilson are drawing up specs for the work and firming up this project. Alden Dill would like this completed this year, and will speak to David about quotes. Ridge Fire Station electrical: Steve said the work is half done. The kitchen and upstairs electrical are not done, and the GFI is not done. The closets and kitchen floor are done, along with the bunk room and kitchen cabinets are painted. Marion spoke of the need to let the public know who has been hired for the two full-time positions. This is good news for the town, and should appear in the local paper. It is hoped that the windows for the Community Hall; Chesley Library water system; Town Hall lighting; Lucas Pond erosion improvements; and Ridge Fire Station electrical work, can all be completed by the end of 2009. Should any of these projects not be finished in 2009, the funds for them will be held in the Expendable Trust Fund. 2010 Budget Items: A listing of projects for 2010 was reviewed and estimates were decided on for each item. This listing will be finalized by the committee’s November 24th budget meeting with the Selectmen. Northwood Beach Gate and logging of athletic fields: Leave gate money in the fund. Steve stated that Dan Scroth wants to make the wall his winter project. Steve stated that once the trees are cut on the athletic fields, the road will be built and the rocks for the wall will be obtained from this parcel of land. Bob Bailey has agreed to move the rocks. Scott Vaughn asked who would do the road. Steve indicated that the logger will build a temporary road, the town will provide the culvert. There should be enough profit from the logging to build the road. A price for a road from Route 4 to the new fields was obtained from Docko – price $24,000, so to do just the new portion of the road would be around $10,000. Marion questioned using proceeds from the logging for the road, and Alden asked her to check with David Stack to see if the proceeds can become part of the capital reserve fund by placing an article in the 2010 warrant. Chesley Library outside painting: Question was asked by Scott Vaughn relative to the need to paint the gables and trim. Steve stated the paint is peeling, not the primer but the top coat. He feels it is the paint, that there is no moisture involved with the peeling. The 2010 budget amount is $3000. New Athletic Fields Signage: Scott Vaughn brought up the subject of the new portable sign and the need to place it on a permanent base before winter. He suggested that two 4 x 4 posts be placed in the ground. The sign would be bolted to the posts. Discussion was held relative to the correct location of the sign, height, distance from the State’s right of way, the location of the fields permanent sign, etc. Final decision was to put two 6 x 6 12 foot tall posts on pads The portable sign will be located on the bottom, and the new fields permanent sign will be on top. The budgeted amount for the permanent and regulation signs for the 2010 budget is $3000. Scott Vaughn inquired about purchasing a pneumatic line machine for placing the lines on the four fields. At the present time he uses his small machine that takes him over 2 hours to do two fields twice a week. A larger pneumatic machine would take him less time, and it could also be used for stripping parking lines, etc. by the highway department. Marion spoke of the recreation revolving fund money, and offered to get the balance in this fund from the town treasurer, so the estimated price of $1200 could be discussed further by the committee. (Amount in fund as of 11/6/09 is $11,067.02) Also discussed was obtaining a shed. Scott has contacted David Smith of CBNA about the school building one. This brought on a discussion relative to the decision made at the last meeting to either rent or purchase a POD type container that can be locked and not as easily destroyed as a wooden shed could be. Members of the recreation commission are supposed to be obtaining information on this. Police Department: Brief discussion how the sidewalk and parking lot, and front lawn work could be handled. Agreed bids should be obtained from landscapers who could remove the section of walkway that is a problem, plant scrubs, etc. and re-seed the front lawn area. Budget amount for 2010 is $7500. The ceiling repairs should be under the police department regular maintenance budget. Community Hall – Insulating of roof: This work was budgeted for 2009 and there is money in the fund to cover it. Annual Report of Committee: It was agreed that the report will be drafted by Steve and Marion and presented to the committee at their meeting with the Selectmen scheduled for November 24th. The report will be on the December meeting agenda and approval of it is to be made at the December meeting.
