Northwood Town Facilities Committee Minutes of July 1, 2009 Meeting Community Hall – 7:00 p.m. Call to Order: Chairman Steve Bailey called the meeting to order at 7:15 p.m. Roll Call: Steve Bailey, Fred Bassett, Russ Eldridge, Marion Knox Absent were: Charlie Comtois, Scott Vaugh, Norma Heroux and Alden Dill Approval of Minutes: Motion by Fred Bassett, seconded by Russ Eldridge to approve minutes of June 3rd as presented. Approved and placed on file. Old Business: Updates: Northwood Lake Beach fence and building: Steve reported that the bid of David Tousignant in the amount of $650.00 was accepted by the Selectmen. David was allowed to haul the cement blocks away and to take the metal and brush to the Transfer Station. Dan Scroth still wants to build the wall and has a plan for material. There is a granite quarry in Strafford that is being reopened and Dan is making arrangements to get some of the “scrap” granite to cap the stone wall. His plan is to place a sign on location acknowledging the donation of the granite. Dan is now gathering stones for the wall. The Selectmen have approved the use of the town’s highway vehicles to assist in this project. Lucas Pond/Woodman Park: Jim Wilson has contacted three contractors and is attempting to contact a fourth. So far all agree that the catch basin must be replaced, and the ramp steps must also be removed and reset, the drainage ditch also needs to be cleaned out and stone placed in it. It is not known at this point whether there is enough money to do the culvert on the upper part of the lot. The roadway that ties in with the camp road will be removed. The amount of the appropriation is $10,000. Bennett Bridge Causeway and Beach: The Selectmen have hired Underwood to do a formal bid proposal as there are several State and Federal agencies involved with this project. At this time Underwood has estimated the cost to be $16,000 for the complete job, and $10,000 for partial participation. They have been authority to do the bid proposal part, and David Stack, T/A will handle the rest of the arrangements with Underwood for the balance of this project. Chesley Library: Steve reported that Jim Wilson is working on the bamboo problem. He has the spray material, but needs to do the cutting first. The well pump issue is in the hands of the Selectmen at this time. Fred Holmes’ bid was accepted. Steve also reported that Donna Bunker informed him of a problem with ants at the side door. This was taken care of. The other problem pertains to the water system. The State has sent a letter to the library informing them that they must put their water system back into service, as the State’s system located in the library is now getting plugged up. Steve stated this has to be addressed with the Selectmen. The system the State put in is to check on the level of pollution from the Shell Station’s gas leak, and even Donna forgot it was there! While discussing the library, the condition of the rear of the Susty property was brought up. There appears to be a lot of rubbish on the property that borders the cemetery and the library. A memo will be sent to the Building Inspector asking for an inspection of the property. Storm Damage: Narrows Fire Station received damage to the siding on the back of the building. The insurance inspector is to view this on Thursday. Bryant Library received minor damage to part of the roof trim Scott Copeland repaired it and will submit a bill for $200. Lawn at the Post Office Building (School Street) was damaged by the equipment that was used to remove trees from the back of the adjacent properties. Deep ruts were left in the lawn. Town Hall Lighting: General discussion on changing/upgrading the outside lighting on the grounds, by replacing the current lights on the front of the Town Hall, providing addition lighting at the parking areas, and lighting for the flag pole. Russ Eldridge took this project on and will consult with electrician Lee Harris. Athletic Fields update: David Stack talked with Norway Plains who said they are in the process of having additional soil tests done and it will be another month before this work is done. State approval is still pending these tests. Fred Bassett asked about power for the well. Steve stated that Bruce Hodgdon asked that water be supplied for the fields. Bruce had a soil test done that resulted in the recommendation that lime and fertilizer be applied first, then water. This treatment has been done, and as of this meeting we have had over 20 days of rain! The committee agreed that the electrical service needs to be put into place for the entire project. Russ Eldridge agreed to speak to Lee Harris about this. Russ will also speak to Chris Kofer about a pump and how the water system should be set up. Other Business: Fred Bassett asked about the wiring at the Ridge Fire Station – has it been upgraded yet. Steve said he did not know, but will check with Lee Harris.
