Minutes 07/06/09 Approved 08/03/09
Ken Curley, Lucy Edwards, Margaret Walker, Doug Chamberlin, and Jim Vaillancourt were present for the meeting at the Library. Barbara Desautels attended as a guest. The meeting was called to order at 6:41 pm. Doug Chamberlin moved that the minutes be accepted as written, seconded by Margaret Walker and unanimously agreed to. Ken Curley told us that he has taken the oath and is now a full member of the committee, Barbara Desautels attended at the invitation of JIm Vaillancourt. She told us that she had been a long time member of the Candia recycling committee and that she had gotten really into recycling and trash. She said she had learned, after visiting facilities at many towns and cities in and out of NH, that each has its own issues and problems and that what works in one place may not work in another. She did suggest we consider having the committee help with a sticker day, to check for stickers, since she was concerned that now that Concord has a pay-as-you throw program, people may come to the smaller towns to try to drop off their trash without paying for it. She explained that the Candia committee had gotten involved in a lot of volunteer work at the transfer station. Jim Vaillancourt informed us that the town has taken possession of the new hopper for the compactor. The re-write of the brochure was done, but upon review, Barbara noted that there was nothing about recycling plastic in it. The newsletter has already gone through 400 copies which Steve handed out at the transfer station in the last week. That was all that were printed, and we definitely are going to need more. Steve Preston arrived at 7:15 pm. The committee discussed the proposed procedure Jim Vaillancourt had put together. The finance administrator only needs two figures from Steve, the fees from the refrigerators, freezers and air conditioners, and all the other fees. Once the finance administrator has agreed to a form that Steve can fill out when he turns in the proceeds from the recycling fees, in place of the receipts that are used now, the difficult question is how often should Steve cash out. He will only deliver the proceeds to the finance administrator in person and reconciles the figures with her before he leave the funds. It was finally decided to cash out once a week on Tuesdays or when cash exceeds an amount determined by the selectmen and the transfer station foreman and the finance administrator can personally meet and reconcile. The finance administrator needs a backup for the funds, and that can be the printout from the cash register. The card from the register will be downloaded to a computer program so that the detail can be analyzed. Margaret Walker moved to accept the procedure that Jim set up, Doug Chamberlin seconded and the procedure was approved unanimously. Doug Chamberlin asked about the date for the recycling committee to take a table at the Farmers Market. It was then discovered that the dates in the minutes concerning publicizing the upcoming Tool Swap said August instead of July. The dates in the minutes were corrected. Doug will not be able to make the 23rd of July, so Lucy Edwards will take the table and Barbara Desautels may be able to help her. Lucy will also do publicity in The Sun and The Forum for the Tool Swap and there will be a handout at the transfer station as well. Ken Curley proposed that the committee recommend to the selectmen that Barbara Desautels be appointed an alternate member. Jim will let the Town Administrator know and Barbara will send an e-mail to the selectmen asking to be appointed. The next meeting will be Aug. 3 at 6:30 pm at the Library.
