Board of Selectmen

Minutes

March 10, 2009

Town Hall Northwood NH – March 10, 2009
Call to Order
Chairman Ken Curley called the meeting to order at 6:03 p.m.

Roll Call
Chairman Ken Curley, Selectman Alden Dill, and Town Administrator Paul Martel.
Selectman Scott Bryer arrived at 6:10 p.m.

Citizen’s Forum
With no citizen’s comments, Mr. Curley closed the public portion. 

Consent Calendar
Purchase Order – Town and Country Reprographics 
Mr. Martel presented the board with a purchase order for the town reports in the amount of $3,951.40. **Motion** Mr. Dill motioned, seconded by Mr. Curley, to approve the purchase order for Town and Country Reprographics in the amount of $3,951.40. Mr. Curley stated that the service was fantastic and they helped immensely throughout the process. Mr. Dill stated that they really worked with the town this year. The motion passed; 2/0.

Oath of Office - Douglas Pollock, Zoning Board of Adjustment
Mr. Martel stated that Mr. Pollock was appointed as a regular member and the appointment was for an alternate member. **Motion** Mr. Dill made a motion, seconded by Mr. Curley, to appoint Douglas Pollock to the Zoning Board of Adjustment as an alternate member with a term through March 2012. Motion passed unanimously; 2/0.

Payroll Manifest #7
Payroll Manifest in the amount of $40,180.77. **Motion** Mr. Dill motioned to approve the payroll manifest in the amount of $40,180.77. Seconded by Mr. Curley. Motion passed unanimously; 2/0. The manifest was signed by the board.

Vendor Manifest #10
Payroll Manifest in the amount of $200. **Motion** Mr. Dill motioned to approve the payroll manifest in the amount of $200. Seconded by Mr. Curley. Motion passed unanimously; 2/0. The manifest was signed by the board.

Appointments
Jim Wilson, Road Agent 
Mr. Wilson met with the board relative to posting the roads with a 6 ton limit. He is requesting to post the roads this week to be effective Monday, March 16. He stated that permits will be obtained through the town administrator.

Mr. Bryer arrived at 6:10 p.m.

Town Administrator’s Report
Mr. Martel provided an update regarding the candidate for town administrator. He stated that the candidate has reviewed the proposal and has requested to meet with the board again next week. He added that the applicant plans to attend town meeting.

Appointments and Public Hearing
6:15 p.m. Public Hearing RSA 79-D:II3
Mr. Curley read the public hearing notice for barn preservation into the record and opened the public hearing. Scott Martin was present and provided information to the board regarding the reconstruction of the barn. He stated that the barn was attached to the house and it was torn down. He explained that he had the existing barn moved from Hopkinton.

Discussion ensued regarding the eligibility of the program and Mr. Martin stated that he has met all three requirements. He stated that he is seeking the full tax relief of 75%. Mr. Martin explained that there is historical significance since it was moved and when it was an existing structure in Hopkinton the barn was the first dairy farm in Merrimack County to pasteurize milk. He added that it is a benefit to Northwood as well and noted that the barn can be seen from Rte. 4 and Green Street. Mr. Martin stated that the barn will be used for storage for items relating to his property; hay, tractors, etc. Mr. Martin stated that in the end the barn will be better than what it originally was. 

Mr. Bryer stated that it appears that all criteria have been met; however, he wants to make sure that the board is consistent when addressing these structures. He asked what the assessed value is. Mr. Martin stated that the permit was applied for in August and the barn has not been assessed yet. Mr. Martin noted that the town will receive more in tax revenue from the barn than the previous structure.  

Discussion was held regarding other barns in town and commercial uses within the barns. Mr. Martin stated that the state has listed three barns in Northwood that are under this status. Mr. Martel will review what the board has done previously with barns and the percentages given.

With no public comments, Mr. Curley closed the public hearing.

Citizen’s Forum
Kathy Bailey from the Union Leader asked about the posting of the roads. Mr. Bryer explained that town roads are posted for weight limits.

Town Meeting Discussion
A general discussion was held regarding the schedule of town meeting and how the selectmen will present the warrant articles. Mr. Bryer suggested that a sheet be made available showing revenues for the recycling program. He noted that additional information should also be available regarding call volumes for the fire department, police cruiser, surplus information for last year and this year. Mr. Curley suggested a table be made available for the recycling committee.

Adjournment
6:50 p.m. **Motion** Mr. Dill motioned to adjourn, seconded by Mr. Bryer. The motion passed unanimously; 3/0.
