General Information
"Every town, at the annual meeting, shall choose, by ballot, one selectman to hold office for 3 years. The selectmen shall manage the prudential affairs of the town and perform the duties by law prescribed." - New Hampshire Revised Statutes Annotated Chapter 41 Section 8
The Board of Selectmen dates back to colonial times. The Board acts as the executive branch of the Town Government carrying out the policies and laws set forth by the vote of the Citizens at Town Meeting. Despite their responsibility as municipal executives, Selectmen can only exercise those powers set forth by state law.
In Northwood, the Board of Selectmen is made up of three members, each elected to a three year term. After Town Meeting, the board selects a presiding officer from their ranks who shall be the Chair. Traditionally, the Chair has been the individual in the last year of their term.

Cable Advisory Committee

General Information
The Northwood Cable Advisory Committee was created to assist the Board of Selectmen with Cable TV related issues and to develop strategies to set up public access broadcasting for the citizens. Funding for NCAC activites and equipment comes from cable subscriber franchise fees, not from taxes.

Facilities Committee

General Information
The Selectmen appointed a Town Facilities Committee during the 1990s which started the process of preserving and updating various town buildings. This committee worked for several years, and for reasons unknown terminated their activities. In 2005 the Selectmen appointed five residents to the re-activated committee, and charged them with presenting their recommendations for town facilities repairs, etc. for the annual budget of the town each year.
Since 2005 the committee has recommended many improvements to town buildings, and has participated in the planning for town ball fields, restoration of the community hall, and the painting of the town hall inside and out, town garage and community hall. An expendable trust fund was established for maintenance of town buildings, and each year money has been voted at town meeting to be placed in this fund. As projects are approved at town meeting, the Selectmen use these funds and any funds left over remain in the trust fund.
Anyone interested in serving on this committee should contact the Selectmen’s Office for a volunteer application.

Article #44 of the 1979 Town Meeting – Action taken
To see if the Town will vote to establish a permanent Town Roads committee of six (6) members to be appointed by the Selectmen for terms of three years, two to be appointed annually in overlapping terms, except the first year when two shall be appointed for three years, two for two years and two for one year, the purpose of said Town Roads Committee to be to advise the Selectmen and the Town meeting on policies and standards concerning all matters having to do with public and private ways within the Town, to present an annual report to the Annual Town meeting, said report to be published in the Annual Town Report, or take any other action relative thereto. (By Petition)
Mr. Charles Frary moved the article. Mrs. DeMaggio seconded. Mrs. D. Powell amended the article to read ELECTED instead of appointed. Mr. Post further amended that all 6 appointees be for one year then in March 1980 they be elected as in the article. Mrs. Frances Newman seconded. Mr. Frary accepted the amendment. Motion adopted by voice vote. NOTE – it was found not legal to elect an advisory committee, so they were appointed.

Article #46 – 1980 Town Meeting – Action taken
To see if the Town will vote to continue the permanent Town Roads Committee established under Article 44 of the 1979 Town Warrant, including an annual report to be published in the Town Report, and direct that the Board of Selectmen with this Committee, shall hold annually at least one public meeting timed to occur conveniently before Town Budget Committee public meetings, for public input and informational purposes and to outline highway maintenance and replacement recommendations for three (3) years in advance, said recommendations to include plans and procedures to be adopted to protect and to enhance the natural beauty of the highways to be thus worked upon, or take any other action relative thereto. (By Petition)
Mr. C. Frary moved to continue the permanent Town Roads Committee established under Article 44 of the 1979 meeting, including an annual report to be published in the Town Report, and direct that the Board of Selectmen with this Committee, shall hold annually at least one public meeting timed to occur conveniently before town Budget Committee meetings, for public input and informational purposes and to outline highway maintenance and replacement recommendations for three years in advance, said recommendations to include plans and procedures to be adopted to protect and to enhance the natural beauty of the highways to be thus worked upon, or take any other action relative thereto. Joseph Grano seconded. Mr. Frary says this reinforces last year’s action and makes it necessary for Selectmen to call this hearing before the Budget Committee’s meetings. Motion adopted by unanimous voice vote.
Each year the committee presented their recommendations at a public hearing held in the month of November. Attendance was very low and in 2005 it was decided to discontinue the public hearings, as they appeared to be of no interest to the general public. The committee continued to meet with the Board of Selectmen in November and presented their recommendations to them during a Selectmen’s open meeting.
At this time (September of 2007) the committee has four (4) members and one alternate member. The term of office for 3 of the members and the alternate expire in March of 2008, with the fourth member’s term expiring in 2010. There is a need to fill the two open positions on this committee, and anyone interested in serving should complete the town’s volunteer application and submit it to the Board of Selectmen as soon as possible.

Police Commission

General Information
The Northwood Police Commission was created by ballot vote in March 1986, following a recommendation by the Police Advisory Committee, appointed by the Northwood Board of Selectmen to look at budget and personnel concerns in the police department. Commissioners are elected to a three year term, with one term expiring each March.
The commission meets monthly on the third Tuesday at 11:00 AM at the Northwood Police Station. The commission’s agenda includes time for public input, the review of the general business of the department, the chief’s report, budget review and correspondence. The chief’s report includes a summary of calls for service, arrests, motor vehicle accidents and summons issued during the previous month. All meetings are open to the public to attend.
