General Information

"Every town at the annual meeting shall choose, by ballot, a town clerk, who shall record all votes passed by the town while he remains in office, and discharge all the duties of the office according to law." - New Hampshire Revised Statutes Annotated Chapter 41 Section 16

"Every collector of taxes shall keep in suitable books a fair and correct account in detail of the taxes due, collected, and abated, and of all property sold for nonpayment of taxes, which books shall be public records" - New Hampshire Revised Statutes Annotated Chapter 41 Section 35

The office of town clerk can be traced back in its origin to the first settlements in the State, which were made under proprietary land grants in the Province of New Hampshire.

Today the major duties of the clerk include caring for and preserving the town records, recording vital statistics, issuing permits and licenses, and acting as an election official. The Town Clerk registers all motor vehicles except off road vehicles, motor scooters and mopeds. The Town Clerk also issues motor vehicle plates. Other duties include writing reports, administering oaths, and furnishing information to townspeople and to other local and state officials.

The Tax Collector's major duties include the issuance of all taxes assessed to property owners such as property, current use, yield, excavation and resident taxes. The office collects all monies owed on taxes current and past due. The office is charged with the liening and deeding process on all past due taxes as prescribed by the RSAs.

The Town of Northwood has a combined office of Town Clerk/Tax Collector pursuant to RSA 41:45-a. The Town Clerk/Tax Collector has the duties of both offices. The Town Clerk/Tax Collector is elected to a three year term. The offices are located at the Town Hall on the lower level accessible from the rear of the building.
